This number can be dialled from a fixed phone or cellular, with any operator and not requiring any credit. Some countries (of which France) required that the cellurar is equipped with an activated SIM card!

SMS pour les malentendants : 114

(Text Message for Hearing Impaired) The 114 is designed for deaf or hearing impaired persons upon emergency situation. Messages are routed through a national center to nearest appropriate services (15-17-18). N° 114 does not receive vocal calls.
